Seawall, dock, pilings and boat lift in one project: who covers what

A seawall, its cap, the dock, the pilings, the lift and the canal bottom all affect each other, and different agencies touch different parts. This page maps who covers what and what order sources suggest.

Which agency touches which part

PartBroward CountyFort Lauderdale city codeState and federal
Seawall capCounts in the 500 sq ft over-water total when enlarged[4]A seawall is a 'mooring structure' under Sec. 8-91[5]Corps lists bulkheads and shoreline stabilization among permitted work types[6]
DockGeneral license up to 500 sq ft; over that, Environmental Resource License[7][8]Permit before construction[9]SPGP VI covers docks and minor piling-supported structures, with excluded areas[10]
PilingsRepair or replacement of existing docks and associated pilings under the general license, within the 500 sq ft total[4]Mooring piles need a permit[9]Corps lists piers, docks and bulkheads[6]
Boat liftListed in the county general license page[11]Boat lifts are mooring devices; permit, guide pole and 30 percent rules[5][12]Depends on scope[13]
DredgingGeneral license at 20 cubic yards or less in residential canals; over that, Environmental Resource License[14][8]Not covered in the sections we readCorps Section 10 and 404 may apply; a state permit does not replace it[15]

Order of work the sources point to

  1. Assess the seawall first. Piling driving and dredging near an old wall carry risk to the wall.[1][2] Our sister site explains how: seawall inspection guide.
  2. Decide the whole scope before permits. A contractor says combining dock and seawall work can reduce permitting complexity.[3] Combined scopes may also change the over-water totals the county counts.[4]
  3. Permit in layers. City, county, then state or federal where needed. See the dock license helper.
  4. Piling and dock work. Pilings first, then framing and decking, with the lift on sound pilings.
  5. Electrical last, with its own permit and licensed electrician.[16]

Steps 4 and 5 describe common construction order and are not taken from a specific source.

When the seawall is the problem

This guide does not cover seawall height, deadlines, permits or cost. Those live on our sister site: seawall repair cost, seawall permits and signs of seawall failure. Fort Lauderdale Seawall Repair arranges on-site seawall assessments and routes jobs to licensed contractors; it does not do licensed work itself.

Common questions

Should the seawall be checked before dock pilings or dredging?

Two sources describe the risk. A contractor says piling driving can disturb soil behind the seawall,[1] and a dredging vendor says dredging too close to an old seawall without a toe shelf or tie-backs risks collapse.[2] Having the wall assessed first is sensible.

Can dock and seawall work be permitted together?

One contractor says handling both in the same project can reduce permitting complexity and total cost.[3] That is a vendor claim; ask your city and the county how they handle combined scopes.
